Kick-off, capacity needs assessment and inception
In the inception phase a number of activities are planned to define the process to develop a relevant and focused educational programme in community infrastructure development. These activities are undertaken jointly by the Indonesian and Netherlands partners and will culminate in an inception report that specifies in detail the relations between the partners, the activities to be undertaken by each partner and a corresponding time planning and budget. A kick-off workshop ran by carrying out a capacity needs assessment (CNA), and by developing the inception report. During the kick-off Workshop, organizations invited to share their views and ideas for development of the new programme on Infrastructure and Community Development. The kick-off workshop organized in Jakarta at November 7, 2007, with representatives of all project partners.
The detailed Capacity Needs Assessment organized with potential client organizations in the Indonesian Archipelago. A number of these organizations have been earmarked already at a regional workshop held in Feb 2007 and include the National Planning Development Agency (Bappenas), the State Department, Public Works (PU), the City Government Association (APEKSI) and the Regency Government Association (APKASI). The CNA cover issues such as the identification of main capacity gaps, the demand for particular types of training (18 months MSc, Short courses, PhD level), the thematic content of the various kinds of training, the potential volume of current staff in the organisation to be trained and the potential volume of the intake of young graduates from the programme.

Curriculum design and research activities
The Capacity Needs Assessment (CNA) will be augmented by a review of contemporary scientific development, views and debates in infrastructure. Also field visits to selected areas will be organised. On the basis of the results of the CNA and the above activities, a curriculum concept, course structure and end-qualifications of the graduates will be defined. The curriculum concept is providing a detailed outline of the objectives and final qualifications that each course sets out to achieve. The report will follow the outline and table of contents that is required for consideration and formal approval of the course by the relevant authorities in UGM. Subsequently, a research needs inventory will be executed leading to the setting up of a research agenda that will identify areas of future development in the scientific field of application of the course. The research agenda will make explicit what are the most important scientific challenges in the Indonesian and International context. The agenda will be implemented through a research programme. This programme will form the basis of the scientific activities and will guide the research activities between the partners during and after the project. The programme will also direct the MSc research that will be undertaken. To start up the programme, the partial funding of 1 staff researcher is included, to be co-funded by ITC for two years beyond the duration of the project.. This researcher will be followed by others, based on the attraction of external funding, prospects of which look positive.

Detailed Curriculum development for Post Graduate course ‘Infrastructure and Community Development’ and Train the Trainer programme
Work in this activity concentrates on the development of course materials and content of the Post Graduate programme in Infrastructure and Community Development. On the basis of the curriculum design (result 2) a gap analysis will be performed to identify which elements of the curriculum can be duly covered by the Indonesian University partners (in terms of expertise and available course materials) and which areas need support. The support will focus on the high priority curriculum elements and be limited to 50 % of the total of the taught courses (which is the equivalent of 6 modules). This support will be offered through the joint development of course materials, including an integrated project and the implementation of a Training of Trainers programme. The integrated project will be realized using a studio that will be equipped with hardware and software that facilitates multidisciplinary teams (planners, surveyors, designers, technicians, decision makers and general public) to work on participatory design and planning in infrastructure (from reality or through role play). For planning and surveying of local features pocket pc’s with GPS technology will be used, while for visualization and training in participatory decision-making processes tablet screens, linked to a local network of pc’s, will be used to create an interactive discussion platform. Group facilitators will moderate and steer the process through introducing scenarios and events.
The training of Trainers programme consists of several elements: Specialised and dedicated training in the Netherlands to enable staff to develop the necessary skills and knowledge that are currently lacking. This training will be done through participation in existing courses and tutor-based joint development of dedicated course materials, including appropriate teaching methodologies. The results will be elaborated in a training guide that contains a concise description of the content and didactical approach for each course. It is foreseen that the implementation of course elements (result 4) will carried out jointly in the first full implementation of the newly developed programme.

Result 4
Implementation of the MSc and short course programme
This result will be dedicated to the implementation of the newly developed programme. The full MSc programme (running over approximately 16 months) will start in May 2008. This leads to a closing date for the programme in August 2010, two months before the end of the project. A number of specific course components in the MSc. programme will be marketed as short courses. In addition to the full programme also two short courses will be developed, beginning with a summer course in 2009, followed by a short course in 2010. These courses will be run parallel to the regular course and will be offered on a commercial basis.
