Objectives

Objectives

The main objectives of the project are:

  • To produce at a series of recommendations in NGN implementation in rural area in the context of multi-sectoral approach.
  • To asses rural demand on NGN technology implementation in rural area in the ASETo identify NGN implementation option in rural area, with its advantage and disadvantage
  • To share lesson learnt from multi-sectoral program in rural area for technical, administrative, and costs requirements for NGN in USO implementation in the ASEAN Member States.
  • To provide recommendation for NGN implementation in rural areaAN member countries.
  • to reinforce the ASEAN Member Countries commitment to USO,
  • to promote a common understanding of its importance in extending the benefits of regional integration through future-ready technology in ICT development.

Success Indicators

Qualitative indicators for this project are as follows:

  • Availability of NGN option for USO implementation in different localities in the ASEAN member states
  • Availability of realistic and practical guidelines for implementing NGN technology options based on demand characteristics of rural telecommunication.
  • Availability of multi-sectoral development model in for USO program 1.3.3. Success Measures A quantitative indicator for this project is a database of comprehensive information and documents related to various aspects of technology assessment and rural demand identification conducted in this project:
  • Technical and background information of various NGN options
  • Survey findings on multi-sectoral program for USO
  • Analysis and assessment results
  • Number of participants attending the workshop

Output

The key outputs expected of the project are:

  • Background paper on Rural NGN in ASEAN Member States that a) highlights the key issues of ICT development in broader services (voice, data, internet, multimedia) via rural NGN technology, b) summarises the importance of multi sectoral approach in ICT development for regional development especially in rural area, and c) the NGN implementation with emphasis at low density area, with lesson learnt from other countries, d) on-going multi-sectoral USO program in AMC
  • Recommendation on NGN implementation for multi sectoral program in USO
  • Workshop proceeding that contains information on NGN application in ASEAN Member States
 
This project brief indicates a term of reference for participating member states and its dialog partners to identify rural demand for the implementation of Next Generation Network (NGN) in Universal Service Obligation (USO) practices for ASEAN countries and provide a recommendation for intersectoral approach for knowledge base economy in rural area in the region.
